New Law Enables PV Subsidy Pre-Financing

The Luxembourg government has officially published a new law and regulation that revolutionizes the way photovoltaic (PV) subsidies are handled for residential and commercial installations. 

The most significant change: certified installers can now prefinance the state subventions for their customers, making the transition to solar energy easier and more accessible than ever.

What’s New?

• Pre-Financing of Subsidies: Thanks to the new regulation, installers registered in the official PV registry can now advance the Klimabonus subsidies directly to their customers. This means homeowners and businesses can benefit from the financial support immediately, without waiting for lengthy administrative processes.

• Official Confirmation for electris: electris has received ministerial confirmation from the Ministry of Economy, officially registering the company as an approved installer for the prefinancing procedure. This recognition allows electris to offer its clients the unique advantage of upfront subsidy financing, streamlining the entire process from installation to payment.

• 18 panels (8.1 kWp) + 10 kWh battery
• Before: €21,900 (including VAT), 10-12 months waiting time
• Today: €12,487 (including VAT), no waiting period

How Does It Work?

The process for PV installations with prefinancing is now straightforward and transparent:

1. Before the Works:
   • The installer prepares an offer for the PV system (with or without battery).
   • The client signs both the offer and a prefinancing mandate.
   • The installer requests grid connection approval.
2. During the Works:
   • The installation is carried out and connected to the grid.
   • The installer issues the final invoice, deducting the Klimabonus and any advance payments.
3. After the Works:
   • The installer submits the subsidy application via guichet.lu, including proof of the final invoice and the signed prefinancing mandate.
   • The Ministry of Economy liquidates the Klimabonus directly to the installer, and both client and installer receive confirmation of the subsidy amount.

Who Can Benefit?

• Eligible Beneficiaries:
  Individuals or legal entities (excluding businesses requiring an establishment authorization) with buildings containing at least one residential unit.
• Installer Requirements:
  Only companies registered in the official PV installer registry and approved for the prefinancing procedure can offer this service.
